बजट 2024: रेलवे का 'साधारण' यात्रियों पर ध्यान नहीं
भारतीय रेलवे, जो कभी साधारण जनता के परिवहन का प्रमुख साधन माना जाता था, अब अपने नए बजट 2024 में कुछ अलग प्राथमिकताओं पर ध्यान केंद्रित कर रहा है। इस बार रेलवे का सारा ध्यान बुलेट ट्रेन, समर्पित मालवहन कॉरिडोर और वर्ल्ड-क्लास स्टेशनों पर है। इस सब के कारण यह संसाधन उन परियोजनाओं की ओर मोड़ दिए गए हैं, जिनसे उच्च श्रेणी के यात्री और व्यापारी वर्ग को लाभ मिलेगा। लेकिन इस दौरान साधारण यात्रियों की जरूरतों को पूरी तरह से नजरअंदाज किया गया है।
साधारण यात्रियों की अनदेखी
रेलवे का मुख्य उद्देश्य हमेशा से अधिकतम लोगों को सस्ते और सुरक्षित यात्रा का साधन उपलब्ध कराना रहा है। लेकिन समय के साथ यह उद्देश्य कहीं खो सा गया है। रोज़ाना उपनगरीय और लंबी दूरी की ट्रेनों में सफर करने वाले करोड़ों साधारण यात्रियों की कई समस्याएं हैं। उनके लिए सफर अब सरल और आरामदायक नहीं रहा है।
कई ट्रेनें समय पर नहीं चलतीं। उनके ठहराव और सीटिंग अरेंजमेंट में असुविधा होती है। और, सबसे महत्वपूर्ण बात, यात्रा के दौरान जो सुरक्षा कबायद होनी चाहिए, उसकी कमी खलती है। ये सारे पहलू उस समय और अदूरी हो जाते हैं जब रेलवे का पूरा ध्यान बुलेट ट्रेन और नई अत्याधुनिक सुविधाओं की ओर केंद्रित हो जाता है।
सुरक्षा की बढ़ी चिन्ताएं
रेलवे का दावा है कि उसने बिना मानवरहित फाटक वाली दुर्घटनाओं को कम करने के उपाय किए हैं। लेकिन तथ्य यह है कि साधारण यात्री ट्रेनों में सुरक्षा की स्थिति अभी भी बहुत चिंताजनक है। पटरी पर होने वाली चोरियों और लूट की घटनाएं लगातार बढ़ रही हैं। इसके अलावा, पटरियों की नियमित मरम्मत और रखरखाव के अभाव में दुर्घटनाओं का खतरा बना रहता है।
रेलवे कर्मचारियों का भी कहना है कि जो साधारण ट्रेनों की सुरक्षा और आराम की जिम्मेदारी दी गई है, उन्हें अक्सर उच्च श्रेणी की परियोजनाओं पर स्थानांतरित कर दिया जाता है। इससे साधारण यात्रियों की असुविधाएं और बढ़ जाती हैं।
यात्रा के दौरान आराम में कमी
साधारण यात्री ट्रेनों में यात्रा करना कभी सुविधाजनक रहा करता था, लेकिन आज यह बात नहीं कही जा सकती। यूरोप और अन्य देशों की रेलवे प्रणालियों के विपरीत, भारतीय ट्रेनों में अब भी आधारभूत सुविधाओं की कमी है। शौचालयों की नियमित सफाई नहीं होती, और बैठने की सीटें भी अधिकतर टूटी हुई या असुविधाजनक होती हैं। एयर कंडीशनर कोचों में भी बहुत से यात्रियों को खिड़कियों से आने वाली धूल और आवाज से परेशानी होती है।
रेलवे की बढ़ती आय का सवाल
भले ही रेलवे की आय में इजाफा हो रहा है, लेकिन वह इन कमाई का सही जगह उपयोग नहीं कर रहा है। बुलेट ट्रेन और अन्य उच्च-स्तरीय परियोजनाओं पर अरबों रुपये खर्च किए जा रहे हैं, लेकिन साधारण यात्रियों के लिए नए कोच या अतिरिक्त ट्रेनें नहीं चलाई जा रही हैं। रेलवे की प्राथमिकताओं की असल परीक्षण तब होती है जब साधारण यात्रियों के लिए की जाने वाली व्यवस्थाओं को देखा जाए।
अब समय आ गया है कि सरकार और रेलवे प्राधिकरण यह समझे कि साधारण यात्री भी उनके ढांचे में महत्वपूर्ण स्थान रखते हैं। उनका ध्यान केवल उच्च-स्तरीय परियोजनाओं पर केंद्रित नहीं होना चाहिए, बल्कि उन साधारण यात्रियों की सुविधाओं और सुरक्षा पर भी देना होगा। ताकि सभी समाज के वर्गों के लिए यात्रा आरामदायक और सुरक्षित बनाई जा सके।

maine bhi socha tha ki abhi bhi kuchh badlega, lekin dekh kar lagta hai ki sirf logo ko impress karne ke liye kuchh karna hai. hum jaise log toh bas ek ticket ke liye jhappi lagate hain, aur unki priority hi nahi hai.

Railway ka mandate hi public transportation hai. Agar hum infrastructure ko modernize karte hain, toh ye sabhi upgrades ka asli purpose public ki seva honi chahiye. Bullet trains sirf ek symbol hain - lekin agar common man ki basic needs jaise clean toilets, punctuality aur safety nahi hui, toh ye sab kuchh meaningless hai. Government ko ye samajhna hoga ki growth aur inclusion ek saath chalne chahiye.

maine dekha hai ki kuchh stations pe toh naye toilets lagaye gaye hain... lekin unka maintenance koi nahi karta... aur train ke andar bhi koi nahi dekhta ki kya ho raha hai... agar hum sab ek saath bolo ki hume bhi chahiye, toh kuchh badal sakta hai... bas ek saath bolna hai.

The issue here is systemic neglect masked as development. When you allocate 70% of your budget to high-profile projects that serve less than 0.5% of the population and ignore the infrastructure that carries 95% of your ridership, you are not modernizing you are alienating. The railways were once the backbone of this nation’s mobility and unity. Now they are becoming a luxury service with a public facade. Maintenance budgets for ordinary coaches have been slashed for years. Staff deployment has shifted from safety and service to VIP escort and aesthetics. And yet we are told this is progress. Progress for whom? Not for the man who travels 800 km with his entire family crammed into a single berth. Not for the woman who fears getting off at a station because the platform is unlit and unsafe. Not for the child who has never sat in a clean toilet. This isn’t development. This is colonial thinking repackaged as innovation.

Subsidizing unprofitable services for the masses is not governance - it is fiscal irresponsibility. If you want better facilities, pay for them. Or take a bus. Or fly. I just got back from a 14-hour journey in a sleeper class... 🥲 the AC wasn't working, the toilet was blocked, and the lady next to me was crying because her kid had been sick for 2 days... but guess what?
